I plan to upgrade the ram to 8gb and the cpu to an i5 3470 and the gpu to a 1650. I also wanna add a 128gb ssd and upgrade my power supply

Well, since you asked:

GPU: NVIDIA GeForce RTX 2080 Super
CPU: AMD Ryzen 9 3950X
HDD: None
SSD: 500 GB
RAM: 64 GB

Not much storage space as I generally only play one heavy game nowadays (Modern Warfare).

But for reasons I don't really understand, I still suffer from frame lag in SA:MP, despite having FPS in the hundreds and clean installing Windows recently.

I have the spec I do mainly in anticipation for GTA 6. I no-lifed GTA 5 upon release and will likely do the same for 6 :)

My theory is that the hardware during the time when the game and SA-MP was created is vastly different compared to nowadays, especially your high-end rig. There was no development that changed the game engine so much as to make it support them neither. Furthermore your fps is in the hundreds, therefore they have a lot of room to 'fly' around which means huge fps drops given the lack of proper optimization. How about capping your fps to 100 or so? The gameplay could actually be smoother than currently.
