I guess still adding it can add much fun to the game. Such a minigame doesn't exist on SAMP and adding it will add uniqueness to SFSE.
Also it'll be much fun and enjoyable as there are currently almost no minigames involving planes.

There are no minigames with planes because vast majority of samp population are incapable to properly operate those flying devil machines. Same with sfse. Waste of developers' time to code something that only few people can use and enjoy.

Now with the addition of admin controlled events, i think developing this minigame is not really necessary. Players who want to do dogfights with hydras can ask any admin to create a hydra fighting event. i guess.
