Car mods? Aren't those for download by the client? As far as I know, a server has nothing to do with the visual mods you've installed.
There are hundreds of houses throughout the map, waiting to be bought. But if you'd like a house that hasn't been made a property yet, ask a head administrator or owner to create it for you. In case they're not online, there should be a topic on the forum where players can ask for a house. The format for a house application would include the location (coordinates or description with a screenshot), the interior and the price. I think we had a topic like that in one of the old forums.
