my new suggestion is /reconnectme cmd that we can use it if we are lagging or having problem with internet.

It's a good idea, and there was a method to do this using RCON banip & unbanip, but it no longer works as of SA:MP 0.3.7. I also believe that any methods we could try to achieve this with would be very "hackish", and we very much try to avoid using such methods and only in very rare circumstances do so (i.e., SA:MP and/or GTA bugs).
