/changename cooldown

Hi,

My suggestion is to make a cooldown for /changename, so basically I played half an hour ago and a couple of players abused it constantly and that's quite annoying (apparently it's not against the rules, but it should be), so like I already said, you guys should definitely add a cooldown for it to prevent further abuse.
