for making a gang

I have some idea about create a gang. So, maybe 1 account can make only max 5 gangs or if the player to create the gang need more money like 5m or 10m to create a gang

Well Max 1 gang creating/join is allowed on 1 account but i really support the idea of 5M for creating a gang as 10M will be too much for new players.

Each player can only belong to one gang at a time. If they leave, they can create or join a new gang.
I remember trying to start a gang once, it would've cost me a lot of money, so I didn't do it. I have a hunch the same amount of money is still required to create a gang. Can anyone clarify whether money is required and if so, how much?

As of right now, we require 500EXP and $500,000 to create a gang. Previously, it costed several million.

500EXP and $500,000

500 Exp and 500,000 is a really good and appropriate amount. As we also need to keep new players in mind if they want to create a gang.
2000 Exp will be too much.
So i guess the way it is, is better.
