As i come new to here at SF-SE i saw there is only Moderator. My suggestion is that how about to make Helper rank where the Helper can just only use few cmds like for mute/caps/jail etc. There we can test the player and promote it.!

Thanks for the suggestion. However it looks like what you are suggesting IS the moderator rank we already have.

Others may have a different view though =)

I would have to agree with @Bandit on this one. Your description of the role more or less perfectly matches the already existing moderator rank for which players who have a desire to 'help' others can already apply for.
